2024 Annual Contribution Statements Mailed

Annual Contribution Statements (ACS) were mailed to active employees on May 9, 2025. The ACS shows the balance of contributions towards retirement that active employees have accumulated with CCPF through December 31, 2024. This statement is intended to be informational only.

Request for Proposal: Pension Administration System (PAS)

The County Employees’ and Officers’ & Forest Preserve District Employees’ Annuity & Benefit Fund of Cook County invites the submission of proposals from qualified firms with a long-term and demonstrated commitment to pension administration to select and implement a commercially-available pension administration system (PAS). The RFP is available beginning November 8, 2024. The submission deadline is 2:00 pm CST, January 16, 2025. To receive the RFP, all interested parties are required to register. Registration is required to obtain a complete set of the proposal forms.

This June, the Cook County Pension Fund mailed an Annual Out-of-State Annuity Certification form to all annuitants living outside of Illinois. If you have received this letter, please note the deadline has been extended to September 15, 2019.

Active members retiring or considering retirement in the next four years are the most likely to benefit from the Furlough Service and Earnings Credit amendment passed by the Illinois General Assembly during the 2019 spring legislative session. Direct deposits are payable on January 1st; Since the first is a holiday, funds should post to your bank account no later than the first business day of the month. Investment Consultant Search Update

The Board of Trustees for the County Employees’ and Officers’ Annuity and Benefit Fund of Cook County (CEABF) approved the recommendation from the Investment Committee to retain Callan Associates as the Fund’s General Investment Consultant for two years (and three one-year extensions) starting on January 1, 2016. The Fund Investment Staff and Executive Director will continue to take all actions reasonably necessary to effect the foregoing, including the execution and delivery of related written agreements on behalf of the Fund.

Cook County Pension Fund Office - Closed Friday for July 4 Holiday

We will be closed Friday, July 3rd in recognition of Independence Day. Normal operating hours will resume on Monday, July 6.

2014 Actuarial Valuation Results

For 2014, the Cook County Fund’s assets were valued at $8.8 billion on an actuarial basis with liabilities of $15.3 billion, resulting in an unfunded liability of $6.5 billion (or 57.51%). The Forest Preserve District Fund’s assets were valued at $189.9 million on an actuarial basis with liabilities of $315.2 million, resulting in an unfunded liability of $125.3 million (or 60.25%).

Cook County Pension Fund Wins Small Public Plan of the Year for 2014 Hedge Fund Investments

The Cook County Pension Fund received the Small Public Plan of the Year award (less than $15 billion in assets) at the 13th Annual Hedge Fund Industry Awards on June 26, 2015. Pension Reform - Illinois Supreme Court Decision (5/8/2015)

The Illinois Supreme Court today unanimously ruled unconstitutional the pension reform law from 2013, Public Act 98-599. The law did not apply to current Cook County Pension Fund members - active or inactive - or to Cook County Pension Fund retirees, only to members of the state-funded systems.

New Investment Commitments to the Fund

The Board of Trustees for the County Employees’ and Officers’ Annuity and Benefit Fund of Cook County (CEABF) affirmed the recommendation from the Investment Committee meeting held on February 26, 2015 approving Non-Core Real Estate commitments to Angelo Gordon & Company, Mesirow Financial Investment Management and Blackstone Group. Total allocation for Non-Core strategies from the search increased from $60 million to $80 million to remain consistent with the target allocation given the increase in the Fund’s total assets since the search was initiated. All allocations represent new commitments for the Fund. Funding will come from the Russell REIT ETF. No managers were terminated as part of this process.

Those enrolled in Health Benefits will receive your new medical cards from United Healthcare(UHC). Look for them in the mail during the last ten days of December. Following this, members will receive a welcome packet from UHC in mid-January containing supplemental materials. Your coverage with UHC begins on January 1.

Certificate of Achievement for Excellence in Financial Reporting

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to the County Employees’ and Officers’ Annuity and Benefit Fund of Cook County and the Forest Preserve District Employees’ Annuity and Benefit Fund of Cook County by the Government Finance Officers Association of the United States (GFOA) for its Comprehensive Annual Financial Report (CAFR) for year ended December 31, 2013.

2014 Trustee Election Results

County Administration's Pension Reform Proposal Fails to Pass Legislature

The Cook County administration introduced a pension reform bill in the legislature on May 27. The bill passed the Senate but was not called for a vote in the House before the end of the legislative session. 2013 Actuarial Valuations Show Improved Funding, Extended Solvency

The latest actuarial valuations show that in 2013 investment returns of over 15% increased the funded status to 56.6% (from 53.5% in 2012) and extended the solvency forecast by four years. Click the link below for additional information.

Important Information for January 1st Payments

Your annuity payment will change as of January 1st to reflect the annual cost-of-living adjustment, changes in your health benefits premium, and updated tax rates for 2014. You should receive a January 1st advice in the mail that reflects your gross annuity, deductions, and net payment amount for 2014. Keep this advice in your records for future reference. Please also note that January 1st is a holiday. If you participate in direct deposit, check with your bank regarding the availability of your funds for the January 1st payment.

As a result of recent upgrades, the January annuity payments for some members may not have deducted the correct amounts due for health benefits. While only a few members have been directly affected by this issue, the Fund will contact all impacted members individually to correct any deduction errors in the next few days.

Value Added Real Estate Closed End Fund Manager Search

Voluntary Annuitant Dental Benefits - Open Enrollment

The Fund has partnered with Guardian to offer a voluntary dental program to our annuitants. The plan will be completed administered by Guardian. The initial enrollment period will occur from April 1 to April 30 with plan benefits effective June 1, 2012.

2011 Trustee Election

Congratulations to Mr. Brent Lewandowski from the Department of Corrections who has been declared as the winner of the 2011 Trustee Election. This is a three (3) year position which begins December 1st. We would like to thank all Candidates for participating in this year’s election and we would like to thank those employees who voted.

Health Benefit Open Enrollment Meeting

Hedge Fund-of-Funds Manager Search

The Cook County Annuity & Benefit Fund invite the submission of proposals from qualified investment advisers to provide hedge fund-of-funds investment services effective August 31, 2011. RFP responses must be submitted by 12:00 Noon (CST), September 30, 2011.

Core Plus Fixed Income Search

The Cook County Annuity & Benefit Fund invite the submission of proposals from qualified investment advisers to provide core plus fixed income investment services effective August 10, 2011. RFP responses must be submitted by 12:00 Noon (CST), September 2, 2011.

Pension Fund Office Reopens

The Fund is happy to announce that we have resumed operations at 33 North Dearborn. Effective Friday March 25 our office has reopened.

Civil Unions

On February 1, 2011 Governor Pat Quinn signed Senate Bill 1716 (PA 96-1513) into law. The law allows for any 2 unmarried people to enter into a Civil Union and further allows that union would be treated the same as a marriage in the state of Illinois. The law goes into effect June 1, 2011.

February Board Meeting Rescheduled

The Full Board Meeting scheduled for February 3, 2011 has been moved to February 4, 2011 at 9:30AM. Our office will be open February 3rd and February 4th.

2010 1099-R Forms

The 2010 1099-R forms were distributed to members on Tuesday, January 25, 2011 via standard USPS mail. If you do not receive your form by February 7, 2011 please contact the Fund to request a new form. You can submit your request via this website using the "contact us" form or phone at 312-603-1200. The Fund will not reprint forms before February 7, 2011.

2010 Trustee Election Results

The Board has certified the the results of the Independent Election Administrator for the 2010 Trustee elections.

2010 Trustee Elections

Trustee Elections take place on October 27th. Please vote – it’s your Pension Benefit! You must request a ballot by October 13th or vote in person on October 27th from 7:00am to 5:00pm in Room 885 of the Cook County Building, 118 N. Clark Street, Chicago, Illinois.

2010 Open Enrollment Meeting

The 2010 Retiree Health Benefits Open Enrollment Meeting will take place on Friday November 5, 2010 from 10:00am to 3:00pm.

Check Delivery Delay

All annuity and disability checks were mailed through the US Post Office on August 31, 2010. We understand there has been a delay in the mail delivery of some of the checks. We apologize for any inconvenience this may have caused. We are working with the post office to identify the problem. We expect checks to be delivered today, Friday September 3rd or over the weekend. If you don't receive your check by Tuesday September 7th, contact us for a replacement check.

Senate Bill 1946

On March 24th, the Illinois Legislature passed Senate Bill 1946. The Bill modifies benefits for most Illinois public pension systems, including Cook County and Forest Preserve plans. Cook County and Forest Preserve Employees hired and contributing before January 1, 2011 are not affected by this legislation. The bill was signed into law by the governor on April 14, 2010.
