UnitedHealthcare (UHC) is currently working with the University of Chicago Medical Center and the University of Chicago Physician Group to renew their participation in the insurer's network. Currently, UHC’s relationship with the University of Chicago is set to expire July 1, 2017.

2016 Annual Contribution Statements – Active Employees

Annual Contribution Statements were mailed to employees on May 17, 2017. The Annual Contribution Statement shows the balance of contributions towards retirement that active employees have accumulated with the Fund through December 31, 2016. This statement is intended to be informational only.

2016 Holiday Schedule - Office Closed

2017 Tax Forms

Investment Consultant Search Update

The Board of Trustees for the County Employees’ and Officers’ Annuity and Benefit Fund of Cook County (CEABF) approved the recommendation from the Investment Committee to retain Callan Associates as the Fund’s General Investment Consultant for two years (and three one-year extensions) starting on January 1, 2016. The Fund Investment Staff and Executive Director will continue to take all actions reasonably necessary to effect the foregoing, including the execution and delivery of related written agreements on behalf of the Fund.

Cook County Pension Fund Office - Closed Friday for July 4 Holiday

We will be closed Friday, July 3rd in recognition of Independence Day. Normal operating hours will resume on Monday, July 6.

2014 Actuarial Valuation Results

For 2014, the Cook County Fund’s assets were valued at $8.8 billion on an actuarial basis with liabilities of $15.3 billion, resulting in an unfunded liability of $6.5 billion (or 57.51%). The Forest Preserve District Fund’s assets were valued at $189.9 million on an actuarial basis with liabilities of $315.2 million, resulting in an unfunded liability of $125.3 million (or 60.25%).

Cook County Pension Fund Wins Small Public Plan of the Year for 2014 Hedge Fund Investments

The Cook County Pension Fund received the Small Public Plan of the Year award (less than $15 billion in assets) at the 13th Annual Hedge Fund Industry Awards on June 26, 2015. Consideration for the Hedge Fund Investment Category is given to investors’ long-term performance and overall ability to construct and manage a hedge fund portfolio.

Pension Reform - Illinois Supreme Court Decision (5/8/2015)

The Illinois Supreme Court today unanimously ruled unconstitutional the pension reform law from 2013, Public Act 98-599. The law did not apply to current Cook County Pension Fund members - active or inactive - or to Cook County Pension Fund retirees, only to members of the state-funded systems.

New Investment Commitments to the Fund

The Board of Trustees for the County Employees’ and Officers’ Annuity and Benefit Fund of Cook County (CEABF) affirmed the recommendation from the Investment Committee meeting held on February 26, 2015 approving Non-Core Real Estate commitments to Angelo Gordon & Company, Mesirow Financial Investment Management and Blackstone Group. Total allocation for Non-Core strategies from the search increased from $60 million to $80 million to remain consistent with the target allocation given the increase in the Fund’s total assets since the search was initiated. All allocations represent new commitments for the Fund. Funding will come from the Russell REIT ETF. No managers were terminated as part of this process.

New United Healthcare Cards

Those enrolled in Health Benefits will receive your new medical cards from United Healthcare(UHC). Look for them in the mail during the last ten days of December. Following this, members will receive a welcome packet from UHC in mid-January containing supplemental materials. Your coverage with UHC begins on January 1.

Certificate of Achievement for Excellence in Financial Reporting

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to the County Employees’ and Officers’ Annuity and Benefit Fund of Cook County and the Forest Preserve District Employees’ Annuity and Benefit Fund of Cook County by the Government Finance Officers Association of the United States (GFOA) for its Comprehensive Annual Financial Report (CAFR) for year ended December 31, 2013.

2014 Trustee Election Results

The Cook County Pension Fund held our annual Trustee election on October 29, 2014. This year the election was held for one of three County employee member positions. As decided by a majority of Cook County employees, the Fund congratulates Mr. Brent Lewandowski who was declared the winner of this year’s election. This will be Mr. Lewandowski’s second term as a trustee of the Fund. He will continue to serve another three year term which begins December 1, 2014. County Administration's Pension Reform Proposal Fails to Pass Legislature

The Cook County administration introduced a pension reform bill in the legislature on May 27. The bill passed the Senate but was not called for a vote in the House before the end of the legislative session. 2013 Actuarial Valuations Show Improved Funding, Extended Solvency

The latest actuarial valuations show that in 2013 investment returns of over 15% increased the funded status to 56.6% (from 53.5% in 2012) and extended the solvency forecast by four years. Click the link below for additional information.

Important Information for January 1st Payments

Your annuity payment will change as of January 1st to reflect the annual cost-of-living adjustment, changes in your health benefits premium, and updated tax rates for 2014. You should receive a January 1st advice in the mail that reflects your gross annuity, deductions, and net payment amount for 2014. Keep this advice in your records for future reference. Please also note that January 1st is a holiday. If you participate in direct deposit, check with your bank regarding the availability of your funds for the January 1st payment.

The Retirement Board has selected two emerging managers for international equity investment services, awarding $50 million to Ariel Investments and $25 million to Lombardia Capital Partners.

Franklin-Templeton Selected for Global Fixed Income Investment Services

Franklin-Templeton has been awarded a $200 million global multi-sector plus fixed income mandate. The mandate represents a new allocation as part of a 2013 structure implementation process designed to optimize the Fund’s fixed income structure. Click below for more information.

2013 Retirement Board Elections

An election for a Cook County Employee Member Trustee was held on October 30, 2013. Trustee Alexis Herrera won the highest number of votes, retaining her seat on the Retirement Board for a new term of three years. Trustees John E. Fitzgerald and Robert Janura were uncontested for re-election and will also retain their seats. Thanks to all who participated in this year's election!

Certificate of Achievement for Excellence in Financial Reporting

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to the County Employees’ and Officers’ Annuity and Benefit Fund of Cook County and the Forest Preserve District Employees’ Annuity and Benefit Fund of Cook County by the Government Finance Officers Association of the United States (GFOA) for its Comprehensive Annual Financial Report (CAFR) for year ended December 31, 2011.

Important Notice Regarding January Health Benefit Deductions

As a result of recent upgrades, the January annuity payments for some members may not have deducted the correct amounts due for health benefits. While only a few members have been directly affected by this issue, the Fund will contact all impacted members individually to correct any deduction errors in the next few days.

January 1st Annuity Payments

All January 1 checks and advices have been mailed. Direct deposits are payable on January 1, since the first is a holiday, funds should post to your bank account no later than the first business day of the month. Please contact your financial institution regarding the availability of your funds.

There are three positions for election this year. The positions are for a Cook County Employee Member Trustee, a Forest Preserve Employee Member Trustee, and a Cook County Annuitant Trustee. In person voting will take place from 7:00am to 5:00pm on Wednesday October 31st in Room 885 of the Cook County Building, 118 North Clark Street, Chicago, IL. September 1st Annuity Payments

NATO Summit and Fund Office Access

The NATO Summit will be in Chicago May 20-21. Downtown protests are likely for the week prior. We recommend that if you are planning to visit our office to try to avoid coming May 16-21. Value Added Real Estate Closed End Fund Manager Search

Voluntary Annuitant Dental Benefits - Open Enrollment

The Fund has partnered with Guardian to offer a voluntary dental program to our annuitants. The plan will be completed administered by Guardian. The initial enrollment period will occur from April 1 to April 30 with plan benefits effective June 1, 2012.

Notice For Annuitants Receiving Direct Deposit

Pension Fund Office Reopens

The Fund is happy to announce that we have resumed operations at 33 North Dearborn. Effective Friday March 25 our office has reopened.

Civil Unions

On February 1, 2011 Governor Pat Quinn signed Senate Bill 1716 (PA 96-1513) into law. The law allows for any 2 unmarried people to enter into a Civil Union and further allows that union would be treated the same as a marriage in the state of Illinois. The law goes into effect June 1, 2011.

February Board Meeting Rescheduled

The Full Board Meeting scheduled for February 3, 2011 has been moved to February 4, 2011 at 9:30AM. Our office will be open February 3rd and February 4th.

2010 1099-R Forms

The 2010 1099-R forms were distributed to members on Tuesday, January 25, 2011 via standard USPS mail. If you do not receive your form by February 7, 2011 please contact the Fund to request a new form. You can submit your request via this website using the "contact us" form or phone at 312-603-1200. The Fund will not reprint forms before February 7, 2011.

2010 Trustee Election Results

The Board has certified the the results of the Independent Election Administrator for the 2010 Trustee elections.

Senate Bill 1946

On March 24th, the Illinois Legislature passed Senate Bill 1946. The Bill modifies benefits for most Illinois public pension systems, including Cook County and Forest Preserve plans. Cook County and Forest Preserve Employees hired and contributing before January 1, 2011 are not affected by this legislation. The bill was signed into law by the governor on April 14, 2010.
